This idea was made up by me and DIABLO he helped me format it and came up with some rules regarding this unit, which is called the Outpost Commanding Officer (OCO) which is primarily a new unit created after Operation: Downfall which is pretty much the Aftermath to ensure that rebels are dead/stay hidden so they cannot perform such terrorist acts against the plaza and Nexus because of Downfall.

Rank suggestion: OCO (Outpost Commanding Officer)

-Offered when rank OfC has been reached. If declined, it is never offered again.

-IF accepted, you are given the rank OCO, brainwashing is Maxed out (no rouges at all).
You are transferred to D6 where there is a small outpost that holds 2 units. Your name will be changed too CCA-C45-OCO.XXXXX

-They are allowed to District 6, if permitted by High up.


-Ratio abides to rebels AND refugees. 1 Refugee/rebel = 1 OCO. Only 2 OCO's are allowed to be flagged up at all times. They do not follow Citizen ratio.

-Weapons aloud are .357, and Mp7.

-If they spot a refugee/rebel, they are allowed to suggest a D6 sweep, and are allowed to pursue the Rebel/refugee unless they reach the Rebel base, then they are to retreat and radio it in.

-IF they catch a Refugee/rebel they are to radio transportation for another Unit within Plaza to go and retrieve the detainee, then the OCO will escort the Unit out of D6.

-They have medium augments.

-They LIVE in their outpost. 2 bunks are placed there with Ammo resupply and Metro Police supplements.

-They are free to patrol slums at all times. They cannot enter into Rebel Base, they are strictly patrolling for Refugees.

-Radio Freq: 115.6

-No rank promotions are allowed after this point. Once OCO, you remain OCO.

-Max brainwashing means little to no personality around other non OCO units. A strong dislike for humans in general. You will obey your superiors no matter what. And you would gladly die for the UU.

-At least one OCO Unit must remain at the Outpost at all times, Unless that Unit is the only Unit online. If there are two online, One must patrol while the other stays at base. If the patrol Unit needs back up, the other OCO is allowed to leave to base for a minimal time. (no time set, just know you need to get back)

-Meta is not allowed. If you are flagged up because their is a Refugee or Rebel, you do not know they are there and Patrolling will be RP'ed as if everything is normal.

I like it.
Bigger threat to refugees, people might actually have to fearRP and hide.
But it kind of sacrifices your CCA unit, which some people may not want.

Maybe it should be part of overwatch, with their amount of brainwashing and their field of work being in the slums, it just makes more sense to me.

But either way.

It has to remain within Units, not overwatch. Two overwatch is something you will not win against.

And yes, it may be getting rid of your Unit in some way. But only 2 can be on at a time. So you have plenty of time to develop a different character than just that one when you complete it. Plus, you get to patrol in places other Units wish they could be in.

SUPPORT+ I suggest OCO get the MetropoliceV5 Trench Coat OTA Skins. I think OCO should be beter then standard units because <Slums It's a massive sacrafice. Personally there should be an OCO div so theres like a OCO OFC Or something like this.

Ok, I like this idea but don't you think this still just get everyone killed? There will be multiple sweeps a day if we do this. Lets say John makes a citizen, he gets dragged into the slums and rp's for 2 days. John dies from a OCO just wandering around, yes it sounds interesting but rebel rp will shrink so much won't be such thing except for the Rambo leaders. Especially at the state we are now. Yes, I get it, everyone dies eventually but this is just kind of over the line. The slums are supposed to be the whole resistance's base. If you're going to kill all the active rebels, then everything will just get SUPER boring. Why do you rank up? To get stronger and better. Why do you want to get stronger and ? Because you want to boss people around and kill rebels. I'm going to have to say no because I just see rebel rp dieing from this.-Support

Well thats the point actually. Operation downfall was meant to kill Rebel RP. It was meant to wipe it out. CCA are now moving into District 6 to patrol. Only one Unit can patrol at a time, so the rebels and possible Refugees have plenty of places to hide. If you are spotted, a sweep is called. Which you can also hide for. And people hide and survive ALL THE TIME.

Kill rebel RP, doubt it.

Kill rebel RP, doubt it.
If there is a sweep with a BLADE you're dead, unless you have at least two other members with you. And the cca know all the hiding places already and it doesn't matter if they don't if there's a BLADE, and that's the thing. If there patrolling the D6, there's no really safe place. I mean yeah, it will enhance fear rp for the rebels but what about the CCA?

Highly brain washed units trotting around the Slums are built for it. They are trained to handle what ever may be around that corner. And thats not to say they will be going into all buildings. Just scanning the streets here and there, making sure its clear. If they happen to be patrolling when you decide to move out, well that sucks man.

Higher rank than 01, they are EpU's basically with more brainwashing so they cannot go rouge.

If you are alone and going into slums, you didnt FearRP correctly. If you are alone and in the slums already, its best to stay put and wait for someone else, unless you know the coast is clear. Plus, I said they do not go into the Rebel base. Rebels are safe as long as they stay in there. Once they leave, they are in dangerous territory.

You have to understand that the UU took over earth IN 7 HOURS. So placing two Units in a very small district is nothing compared to what they can really do.

Not to mention that the districts in HL2 that were off limits were crawling with CCA. Literally you could not go around a corner without 5 being there with SMG's. So, two Units who are meant to scan and report everything they see, are no threat as long as you don't get spotted. If there are two of you and you get spotted, he is most likely to run and get back to his outpost. Which gives you time to run and get to a hiding place. Its like Metal Gear Solid. Stay hidden, and you'll be okay.

Also, its not like this is permanent. Anything added can be removed just as easily.

Well for the whole "Stay Hidden" Aspect.
Something I've been meaning to ask about is how good is our eyesight icly?
I know we can see miles across the map because theres no fog or vision blur on the games default 15/20 vision.

How far away is to far to consider "Unseeable."?
Theres never any darkness to sneak around in.
Unless we bring curfew back.
Which I gusse would work.

Well maybe if they are crouching and not right next to them, the OCO simply notices something and gets startled. So he goes to check it out, you have seconds to get out of there before he comes and searches?

I'm not really sure yet. It sounds like a good idea since it would decrease the huge amount of refugees.
I wonder, what exactly is the rebel base? The entire quarry? Problem is that it might "kill" a huge part of D6 since most rebels wouldn't go there, not wanting to risk being killed. This would make sense IC, but it could also make rebel rp a lot more boring.

I can understand your concern for Rebel RP. And I would like to remind you, nothing is permanent. If it doesn't go well with the server, the people are more than welcome to try and remove it.

But the point of this new division is to make Rebel RP harder. Its been way to easy to get in and out of D6, so one Unit patroling around is something you really gotta watch for. This should make Rebel RP more intense and a lot more challenging.
