Personally. I think quotas are not really the best system for promoting. I suggest instead of quotas something similar. A daily report. It would be formatted like this,

Citizen 1: Amputated for: Assault of an officer, audio violations, Contraband level 3. Mentally unfit.

OOC Date: 3/20/2013
etc.

I think this would allow for more promotions, and less of a need for staring at a hardpoint for 4 hours, which isn't much RP at all. Then finding citizens to detain, or anything like that. It makes it so that the CCA can be a more active part of the communities RP, and less of a staring at hardpoint, waiting for next ceremony faction. SeC or CmD, any rank that can promote will promote at their own discretion, if the unit is worthy enough. You wouldn't promote an 01 for guarding hardpoint for 1 hour, but maybe promote an 02 for killing an anti-citizen, and guarding a hardpoint for 2 hours, even if he hadn't detained 45 citizens. Maybe only 20, but for good causes. +Support or -Support if you'd like.

As Sector, I was never really big on Quotas. It took alot of RP away from me.

Before, the DVL's and the CmD would tell the sector what they saw. They were the Sectors eyes in the city. What units excell, which ones fell behind.

And I liked being able to judge a units effort by their style of report.
Part of the reason Masey got GHOST was because I saw his reports were fugging amazing.

I also liked being able to 1 on 1 speak to units, to see if they were ready, in me office.

The quota just kind of...

COAR.05= /meh jumps thru 3 hoops with dirty uniform no speling pants sagging and let citzens in nexuz but no tell anyone but promo becuz still hoops.

Old way- CORE.06= Report: Took a magnum shot to the balls to protect the NOVA.DvL

Personally I prefer quotas and you know why? because it builds character, makes you feel like you really worked for your position as a CCA, and it will feel like more of an honour then ranking up faster which this seems like an attempt to make happen. I can argue with some things in the quota's though like sometimes it can be hard to keep track of and that leads to people getting pissed off

I would go for a hybrid approach. More will be expected from, say, a 01 than from a 04. As of now, my verdict is neutral.

The reason I'm not doing this is because this will be harder for the units just overall. Everyone will mess it up. I think its good as the quota folder is right now. Since we JUST changed. I still make my reports. We could of just done this before, but now it's just used more primarily. I think the Sec/PeopleWhoAreDoingReports will get confused on who to demote. It especially if you detain a citizen and they leave and you forget to put their name down. Its just more complicated then it should be.

wut? I have no idea what your talking about beyond "Units that forget about shitizens in the detainment cells wont get promoshunz because they have bad memory". That and i have no idea how in the hell anyone would get confused on who to demote.

By that logic, Melee, most of the low ranked derp squad should be dead and half the 03+ enlisteds will make EpU too quickly.

Lol, i SHOULDCOULD have EPu already if we were going by the old non quotas, i dont remember to do my quotas ever, but i get the job done

Shifting verdict to a huge nope.avi. I feel like this idea has become "I'm too impatient to wait for someone to make sure my quota's dealt with/I forget to do reports sometimes or do them improperly, but I still want mah promo." To me, that feels like negusism. That's not to say if you should've been promoted 8 months ago, you shouldn't get it. And if you REALLY impress command to where you break their expectations so much, bricks are shat, then by all means, have a promo. But quotas should remain the standard.

Actually Bravo, units would still need to hand in reports and do their jobs correctly and throughly. I dunno how you got to the conclusion that this system was for units that got promotions even though they didn't hand in reports n shit.
I came to an understanding that to get promoted with this new system that you would need to actually do your job as an CCA efficently
