New Rank Authorities

Now, let's just think here. This is a list of the ranks:
06
05
04
03
02
01
EpU
OfC/DvL
CORE DvL
CmD
APEX
SeC

We all know 06-01 have no authority, only weapon permissions.The main body of f the CCA is made up by this group, and I think some ranks in the enlisted section should get a certain level of authority

This is just a rough draft off what I think should happen:

06-04, no authority
03, can order 06s.
02, can order 05 and 06,
and 01, can order 04-06

This applies to all divisions.

Why I'm making this suggestion:
A large amount of the time, the CCA are all enlisted, and none can order. This equals a large, disorganized mess that technically puts us in a state of lone wolves. Think about this, please.

I approve ONLY if this applies when no commanding units are on (this includes an NCO).

I would go one step further and say that the highest rank enlisted around at any given time should be able to give basic orders to lower ranks, assuming no higher command(EpU+, NCOs, etc) is around. In cases where there are, say, multiple 02s, they'd have to meet and come up with a common course of action for anything major, but patrols and clamps and such would be mutually accepted.

Or even better, ICly ranks have so much respect for the units above them they will ICly follow orders from a higher unit, aka they will be seen as the leader like an 01 giving orders to several 02s.
