Some new things

Alright, update time. These are changes that are coming to the forums and server. Small changes, but these changes will speed things up drastically.

New:
-CWU Faction Applications are removed from the forums (Whitelist can be achieved ICly at -80 points)
-CCA Handbook over haul (This includes Loyalist point's amounts for specific deeds)
-CCA Application Quiz Added to ensure they have read the Handbook
-OTA Faction Applications removed (ICly gain this Whitelist upon reaching EpU)
-CETA Applications removed from forums (Jobs can be achieved by asking a CCA Unit to work at any CETA Shop, as long as that character has -15 points or less)

Soon to come:
-Enslaved Biotic Faction applications soon to be removed. Instead you will ICly gain the faction by completing a specific task.
-A new report system for the CCA. Instead of writing papers and placing them into a bin, why not send them through your data pad to a secured location?
-Factions Forum to become "Combine Civil Authority" Forum. They are the only faction that needs it, honestly.
