Supor Special Ratio

I think one of the population issues is that everyone is getting bored. (Youdon'tsay)
Personnaly, I enjoy entertaining civies with CCA abooseRP. Just telling them to pick up cans, being a general asshole. Usually, I get some good feedback. When half of the (2) units with 7 players on are at checkpoints, AFK or otherwise, there is one to deal with 4 civies. Not enough. So. Why not this? If the server population is under 12, 2 Citizens = 1 CCA. If it goes over 12, you just have the normal 4. Or, 10. 5 CCA in total, 5 Citizens. a CCA per citizen. 8, 4 for 4. Each citizens gets to have a non-passiveish RP, gets to do things. Enjoyable. If it's over 12, it starts to get to the point where citizens can entertain themselves. Normal ratio. 4 CCA.

If over 12 back to 4:1
